In the first half of the 60s, a new regrouping of forces took place in the European southeast as a result of the exacerbation of political contradictions between the states located in this part of Europe. The rise of Great Moravia as a significant military and political power threatened the Bulgarian power over the Slavic tribes in the middle Danube lands, and at the same time it was also a powerful threat to the East Frankish Kingdom.
